What conclusion can be drawn from the statement that an element has low electron affinity, low electronegativity, and a low ionization energy?

    If you look at the Periodic Table of Elements, all three of those qualities increase as you move from left to right and bottom to top, so that they are max at the top right corner.

    In your question all three qualities are low, so the element is likely in the bottom left portion of the table.
