There are many things that are silicate and there are also many things that aren't not silicate. Ice, on the other hand, isn't silicate. Ice is the solid state of water, which the components would be only hydrogen and oxygen. For something to be referred to as silicate, it has to contain at least oxygen and silicon. Water doesn't even have silicon in it so it will never be a silicate. When water is mixed with silicon, it will not be water anymore. Thus, ice is not silicate.
