2. Sri Jayawardenepura Kotte
Explanation:
Colombo is the old capital which originstes from colonial/Portuguese times.
Whereas, Sri Jayawardenapura / Kotte was built more for administrative purposes and because it was the main city associated with the region, before colonial/Portuguese times.
Also, more than coincidentally the then president (J. R. Jayawardena) was keen for this to become a reality!
