[A] bill of rights is what the people are entitled to against every government on earth, general or particular, and what no just government should refuse.

    Explanation:

The exclusion of a "rights bill" has started to turn out to be an obstacle to state signing of the treaty. Four more years of intense debate would take before the new system of democracy will be addressed.

The nationalists rejected the introduction of a bill of rights on the basis that it was inutile. The federalists, fearful of yet another strong national government, declined except one to accept the Document.
