    There weren't just Pilgrims on the Mayflower, there were "common folk" such as merchants, orphans, etc. Tensions between the "common folk," who the Pilgrims dubbed as the Strangers, and the Pilgrims escalated when they mistakenly arrived in Massachusetts instead of Virginia as planned. Since they didn't land in Virginia, the "common folk" argued that the Virginia Company Charter didn't apply as well, and that they didn't have to answer to any government. To avoid rebellion and the failure of a colony before they even left the ship, the Mayflower Compact was written up to set up a basic system of government
