Walter Raleigh (1522-1618) was an English soldier, poet, courtier and adventurer. Queen Elizbeth was charmed by his intelligence, his good looks and manners, so he became one of his favorites at 1580s. In 1583, Ralegh was granted a a wine-trading monopoly, and was named Captain of the Queen's Guard. He used his influence at court to promote a colonial policy that challenged Spain's global domination.

Indeed, in 1584 he received a Royal Charter form Queen Elizabeth to explore and colonize any American lands he could find. The conditions were that such lands should not be owned or inhabited by Christians and that he had seven years to establish the settlement. In return, he would receive one fifth of all the gold and silver that might be found in the claimed/conquered lands. Raleigh never visited North America and delegated the settlement founding to John White, whom he named governor. However, such attempts ended baldy for the Colonists who disappeared (The Lost Colony of Roanoke) or came back to England.
