Isn't like 70%, because to get a percentage don't you have to multiply by 100

x% of 50 = 35
x/100 * 50 = 35 / * 100/50
x = 35 * 100 / 50
x = 70%
100% - 70% = 30%
Result: It is a 30% decrease.
