First the atomic number identify's the chemical element. For example, if the atom is nuclear, the atomic number equals to the electrons. So, the atomic number identifies the properties of the atom and/or which the atom belongs to.

Answer: The number of protons in one atom of an element determines the atom's identity and the number of electrons determines its electrical change
