False because there is no limit on how much a Political Action Committee (PAC) may contribute directly to a campaign. PAC is the political organization established by a corporation, labor union, or other special-interest group designed to support candidates by contributing money. There are problems associated with campaign finance laws in Texas which are mentioned below:

    1. Texas laws regulating campaign contributions and spending are difficult to interpret and enforce.

    2. Investigations by the Travis County district attorney's office - not the Texas Ethics Commission

    3. Led to grand jury hearings and charges against contributors and political operatives

    4. Even though the Texas law specified criminal and civil penalties for violators, it provided no means for enforcement.

    5. Reporting of campaign contributions was uneven - and unverified

    6. Ethics law did not impose limits on campaign contributions.
