    The president is the Chief, and he is able to make decisions, but he has to meet with the generals under him, his Joint Chief of staffs and secretary of state. This is what Obama did with Operation Neptune Spear. He met with all those people before allowing Naval Special Warfare Development Group (Devgru or Seal Team Six) to go on ahead with the operation to kill Osama.
