The Electoral College consists of elected representatives (from the popular vote) who formally elect the President and Vice President. The United States is dominated by a two-party political system, it's campaign technique generally link public opinion with public policy through parties. Ideologically this is fairly wide in scope and each representative doesn't and cannot reflect the views and opinions of all the voters, but generally, the Republic and Democrat divide is clearly stood by by the party membership.
