If a bill does not become a law the first year it is presented, can it be presented to the law-making body in a future year?

    Yes, a bill can be presented to the law-making body in a future year if it does not become a law in the first year it was presented.

    Yes. Bills are passed to be read for the first, second and third time before signing into law. If not read the first time, it will still be read.
