The Mongols were able to gain power because they had the best fighting force in terms of tactics - they employed horse archers who were very fast and swift, but more importantly, deadly accurate from horseback. They could maintain power because they often employed local people as commanders and leaders of town as they knew them best, while they only needed to enforce fear so that people wouldn't rebel.
